29 March 2022: Snape - B
(Note, I missed the start of Dr Snape's second session of giving oral testimony due to the need to make a phone call. I am going to miss a bigger chunk of the third session due to having a video conference meeting to attend.)
As recently as 2019 a journalist was looking into issues surrounding the Lindsay Inquiry (Ireland). Concerns were being raised at the possibility of individual witness statements being coordinated prior to submission. It looks like an article was never published.
An official report which aimed to give a history of self-sufficiency in the UK had reference contributions from Dr Snape. He was not involved in its drafting, but it is of note that the report was later pulled for reason of containing "inaccuracies".
Being "Head of Lab" was described as a grand title for a role based in a minimal facility. The Medicines Inspectorate report led to new roles, including for Dr Snape Head of Quality and Control. There was a new "Qualified Person" role, which had a quasi-statutory function to oversee GMP (good manufacturing process) that ensured products were not just produced for the benefit of business considerations, but also the end-user (patients).
BPL's move to the new location (Building 27), was designed for a three-shift working arrangement. They also wanted a single union arrangement to smooth the process of worker relations, in the same way that all processes were to be streamlined to maximise outputs.
Dr Snape says he had no direct role in research, other than to provide a data analysis function. It took a week (meaning six days) to process one batch, say from 65 -70 litres of plasma. Roughly five donations goes into producing one litre of plasma.
